Functional Hallux Limitus

Is functional hallux limitus primary (as in sagittal plane theory) or is functional hallux limitus secondary (as in Root theory)? There is no answer and the debate between the two points of view has been going on for over a decade now. Recently it was suggested that functional hallux limitus be conceptualized at a change in the dorsiflexion stiffness curve and should be considered as a continuum rather than an either/or as in present or absent.
